Privatization
P/BA has performed privatization services for a number of public sector clients. Our services typically include a full range of activities designed to assist agencies as they navigate the complex and controversial issues surrounding the decision to outsource operations, design, and financing of new facilities.
The array of P/BA privatization services encompasses individual functions such as health care, food service, and maintenance, as well as entire facility operations. If privatization scenarios prove feasible, we can assist with the development of solicitations for a range of privatized services including financing, construction and operations. We can then support the evaluation of proposals, help negotiate contracts, oversee transitional activities and ultimately monitor contract compliance.
Below is a list of some of the privatization services provided by P/BA.

RFP Development
Develop and/or review draft requests for proposals (RFPs) for potential private vendors to provide comprehensive operational services for criminal justice agencies or components within the agency.

Evaluation of Proposals
Establish evaluation criteria and scoring of proposals based on objective criteria.

Evaluation of Policies and Procedures
Review and evaluate private provider policies and procedures for their applicability to the agency and its mission, and compliance with national and legal standards.

Design of Quality Assurance/Compliance Systems
Develop key indicators to determine the level of services to be provided by a private provider. These indicators address services and programs, incidents, staffing, level of care, and responsiveness.

Contract Monitoring
Monitor and audit compliance with the contract. Included are measurable criteria to ensure the private provider collects and provides data, from which analysis of key indicators takes place. This analysis is supplemented with an on-site presence for visual inspection of records and audits of performance.
